Committee Charge

Duties

CPB's charge is to "make recommendations based on established Senate policy to the Chancellor and Senate agencies concerning the allocation of educational resources, academic priorities, and the planning and budgetary process" as well as formulating a Senate view on "the campus budget and each major campus space-use and building project." CPB discusses with the Executive Vice Chancellor and Vice Chancellor for Finance the current strategic and budget issues. CPB maintains an active relationship with the Statewide University Council on Planning and Budget (UCPB) through its UCPB representative.

Membership

Sixteen faculty members, eight from the College of Letters and Science and eight from the professional schools, appointed by the Committee on Committees and confirmed by the Legislative Assembly for up to 3 years. The Vice Chancellor for Finance and Budget, ex officio. Four student representatives (2 undergraduate and 2 graduate). Committee on Committees appoints and Legislative Assembly confirms the Chair.

Interactions with Administration

Primarily with the Executive Vice Chancellor, Vice Chancellor for Finance and Budget, the Vice Chancellor for Administration, and the Assistant Vice Chancellor for Academic Planning and Budget.

Issues, Concerns, Goals

The Budget and Strategic Planning Committee (BSP) of CPB takes a leadership role in the campus-wide budget and strategic planning process. The strategic planning process takes place on a three-year cycle. Every three years each campus budgetary unit produces a five-year strategic plan, with updates in the two succeeding years. All CPB members participate in the evaluation of these strategic and budget plans. BSP is responsible for writing the strategic planning portion of CPB’s budget and strategic planning report, which is submitted to the Senate, the EVC, and other campus agencies. CPB also reviews and provides input on resource and planning implications for new degree programs and majors.

Eighth-Year Program Review: CPB is concerned with promoting the effective use, from a faculty perspective, of scarce university resources. The function of the CPB eighth-year review report is to raise planning and budget issues for the review team who will examine the unit, and indirectly, for the Faculty Executive Council (FEC) and administration officials who participate in budgetary decisions following the review.

Capital Planning: In recent years, CPB has been formally involved in two issues: reviewing the site planning for new undergraduate housing and reviewing the data of the Bruin-Go project. For CPB the fundamental questions are: What is the nature of faculty interests in capital planning? How should these interests be determined? When in the capital planning process should faculty interests be articulated? The Capital Planning subcommittee is charged with the development of a process for assessing faculty impact on capital projects and with determining when and how faculty interests should be defined and defended.

Long-Range Planning Concerns: The formal planning for the next Long-Range Development Plan (LRDP) will begin in 2008, and is a two to three-year process. That LRDP will extend for 15 years to 2025. It is important that we develop a challenging and imaginative vision for the future before we begin allocating campus space usage. We must explore how the effects of external pressures, such as a continued population (and consequent legislative) pressure to expand UCLA, as well as other broad trends in housing patterns, transportation, economics, and technology, can be blended with faculty assessment of the kinds of research and teaching that can or should be practiced on this campus. CPB’s role is to serve as a catalyst and liaison for faculty input into the long-range planning process.
